A new account starts in the time zone your browser reports. Some browsers report none, and those accounts used to start in New York time. They now start in the time zone of the place you signed up from, whether you sign up with an email address or with Google, Apple, GitHub or LinkedIn. You can change it in Account settings.
An account with no time zone saved now uses the site's time zone on every page instead of showing an error.
