Internal: added docs/specs/WEBINARS.md, the version 1 specification for a Webinars area: a public registration page with personal join links, reminders and a calendar invitation; a stage and backstage for hosts and speakers; chat, moderated Q&A, polls, reactions, resources and a call to action for attendees; breakout rooms; a recording that becomes a Screen Recorder replay; pre-recorded webinars; reports; and JSON import. The media server, plans and limits, and seven other decisions are open for the owner. Nothing is built yet.
