A job needs a description before it can be published. A draft job's page now says Add a description to publish it beside the title, and Publish job stays off until the description is saved. It turns on straight away, without reloading.
If a job still cannot change status, for example because its closing date has passed, the reason appears on the page instead of after it reloads.
