It finds proposals by title, number or client name, with state and first-sent-date filters, and leaves out archived proposals, their content, recipients and signatures. SearchWorkspaceFeatureTool and PdoWorkspaceFeatureCounter refuse anyone ProposalsPolicy::canUse() or the team's area limits keep out, so it stays a site-admin preview with Proposals. Proposals is no longer in CoverageExclusions.
