Fixed the count of questions to answer on a proposal

Internal: a sent proposal's page said "Array questions to answer", and a draft's File menu showed "Array" beside Activity, for anyone who can use Team chat; for anyone else the count never showed. layouts/dashboard.twig sets its own unreadMessages (the Team chat dot) before it renders the page's blocks, which replaced the page's count. The count is now openQuestions. The signed-in Page not found page had the same clash with area, now areaName. DashboardLayoutVariablesTest lists any page that reads a variable the dashboard layout sets for itself.
