Added News emails in Admin. Write an email, send a test to yourself, choose a priority and a waiting period, and queue it for every account with Product news on. Each copy is sent a minute or two after its recipient next uses Magpie, or during the hours of the day the priority allows (any hour they have used Magpie in, their three most active hours, or their most active hour), or when the waiting period ends. The email's page counts copies sent, waiting, skipped and stopped, and Stop waiting emails stops the rest.
The founder letter is now queued with the same choices instead of sent at once, and a queued letter can be cancelled. An account's admin page shows when it was last online and its most active hours.
