Homepage tool groups row and coloured panels

The homepage shows a row of tool groups under the introduction, and its sections gain coloured title panels and circles in the empty panels of the tool list.

Under the introduction, a row lists the five tool groups, each as wide as its number of tools; selecting one goes to that group in the tool list.

Each section's title panel has a solid colour, and the empty panels in the tool list each show a circle in the colour of one of that group's tools.
