Clearer Design System import page

The import page shows the codebase steps or the upload first, depending on which you chose, and the Markdown format is shown as a code block.

Choosing Generate from an existing codebase opens the import page with the prompt steps first. Choosing Import a Design System file opens it with the upload first.

The DESIGN_SYSTEM.md format is under Use Markdown instead of JSON, shown once as a code block instead of a paragraph of running text.
