Fixed Git Repositories

Empty Git repositories can be cloned

Cloning a new repository now works even before its first commit.

A repository with no commits now returns its Git advertisement correctly, so a normal git clone can create the local repository. Git reports that the remote is empty; add a commit and push it before files can be checked out.
