Native Spreadsheet users can choose Import on the native Spreadsheets list to create a new workbook from a CSV or TSV file. Imports are limited to 5 MB, 100,000 rows, 1,000 columns and 1,000,000 cells and use the existing SpreadsheetService permission and revision boundaries.
