Improved Git Repositories

Repository pages reorganised, and a public page for public repositories

A repository page now edits its description and visibility in place, and a public repository has a page anyone can open.

Changed the repository page. The description and visibility are edited in place by team editors. Files, README and recent commits each have their own section, file rows say File or Folder, and the README's headings sit below the page title instead of repeating it.

Added a public page for public repositories at the clone address without .git, such as magpie.diy/g/team/repository. It shows the files, README, recent commits and the HTTPS clone address without signing in. The repository page links to it under Public page.
