On Today, on a List's page and on Lists, each row you can reorder now has a grip at its left (three short lines). Drag the row by the grip; the title still opens the To-do. The up and down buttons at the right still move a row one place, and are the way to reorder on a phone or tablet.
A To-do that was just added is marked with a wider highlight, so its circle no longer touches the highlight's edge.
