When capability selection is enabled, a confirmation or referential follow-up may use a bounded recent set of trusted user turns and saved-result kinds to choose its capabilities. A clearly new domain request is routed from its current instruction alone, so an earlier Contact turn cannot retain Contact tools for a fresh Invoice request. The offline release-A evaluator now reports first-call route coverage alongside context-size measurements.
