Add Notes mutations to the Workspace assistant

The Workspace assistant now uses the existing Notes and To-dos services for four bounded actions: creating a Note, updating one exact Note with its current revision, deleting a Note after explicit confirmation, and converting an unchecked Markdown checkbox into a related To-do. Writes return durable server-issued links and do not repeat an existing related To-do after a retry.
